Import and export trade is permitted for French or French traders, as well as for Chinese traders at the land border between China and Tonkin. However, it must be done at specific points at a later date, and the selection and number will correspond to the direction of the flow and the importance of traffic in both countries. The rules in force within the Chinese empire are taken into account in this regard. His Majesty, the Emperor of China, may appoint the consular consulate in the main cities of Tonkins, subject to the agreement of the French government. British subjects, whether in ports or in other places who want to build or open houses, warehouses, churches, hospitals or funeral sites, must get their approval for the country or the buildings they need, because the rates that prevail among people are fair and without complaints on both sides. I hope that the diplomatic agreement we have just signed will have more effect than simply putting an end to our past differences and, I hope, quickly dismissing them from our memory. By creating new links between France and China, by creating new markets for the commercial activity of all nations, the Treaty of 9 June will undoubtedly help to anchor and develop between the Chinese empire and the foreign world the community of interest that has always most effectively cemented friendships between peoples. If, in this regard, the imperial government expresses the same sentiments as the Government of the Republic, this treaty will bring real and lasting benefits to all. U.S. citizens who reside or stay in one of the ports open to foreign trade are allowed to rent houses and offices or rent places where they can build their own houses or hospitals, churches and cemeteries. Interested parties can set the rent by reciprocal and fair agreement; owners must not impose an exorbitant price and local authorities should not interfere, unless there is an objection from the inhabitants who respect the place. Lawyer`s fees must be paid to public servants for the application of their seal. The citizens of the United States should not insist unreasonably on certain positions, but each party will behave with justice and moderation.
Any desecration of cemeteries by indigenous peoples of China is severely punished by law. In places where U.S. ships are starved or their citizens, traders, sailors or others, can pass freely and redirect to the immediate vicinity; but to maintain public peace, they must not go into the country in villages and marts to illegally sell their goods, in income fraud.
